Mitsubishi UFJ Research & Consulting has been holding "Ganryu Juku" as a "learning" place since the 2010 fiscal year to improve the basic education of our researchers and consultants and to provide clients with more attractive and insightful wisdom. In order to achieve this goal, "Ganryu Juku" aims to provide a place for self-training and mutual study among students by preparing themes that can approach the essence of things, rather than as a place to acquire superficial knowledge or skills. In the 2013 fiscal year, the activity theme of "Ganryu Juku" was set as "Japan 100 years later: Is there a future for Japan, a shrinking country?" and we aim to conceive what kind of paradigm shift is necessary, what strategies and policies Japan should take, etc., assuming the appearance of Japan 100 years later, in the face of rapid aging and the arrival of a declining population society. We also invite experts from outside as lecturers and aim to discuss the ideal image of Japan based on discussions with them. The concept of "general will" is central to Rousseau's philosophy. This concept is usually compared to "particular will" or "individual will". In English, "general will" is General will and "particular will" is Particular will. Rousseau's philosophy also includes the concept of "will of all", which is called General of all in English and literally translates to "the will of everyone". Despite the word "total" being commonly associated with the concept of "will of all", it actually means "the will of everyone". In Rousseau's "social contract theory", these three concepts - general will, will of all, and particular will - are crucial and differentiating concepts. In fact, Rousseau stated the following about general will: "General will can never err, for it is always right and always tends towards the public good." He also proclaimed that "When the general will is declared, it forms either an act of sovereignity (if it is unanimous), or a law (if there is disagreement)." This makes general will a very powerful concept.
However, Rousseau also wrote some interesting things about why general will never errs. He explained that there is a difference between general will and will of all. According to him, general will relates to the common interests while will of all relates to individual, private interests. He also argued that "will of all" is nothing more than the aggregate of individual wills, while general will emerges from the conflict of individual wills' pros and cons. Therefore, general will is not simply the sum of individual wills.
